If you are out of colonies and out of swarming colonies. What to do? The best thing you may do is ask an allied player to help you get swarming colonies to get started again but if you can't do that you may reset your account.

This action is available in the player information dialog when you are out of colonies and swarming colonies.

When you reset your account you will half your Experience and also loose everything in your inventory but you will get two Swarming Colony of your species, just as when you first selected your species.
