Swarming Colony

When the player has instructed a colony to Swarm a swarming colony is created near the colony after time X (4 hours?).

Any user in the same faction may Pick Up it if they have space in Inventory.

A swarming colony is used to start a new Colony in an empty Nest.

If a swarming colony is not picked up after X time period (one week?) it will disappear.
